Who is this man on the Harley Davidson?

This photo was taken by Mary in September 1975 from the window of a moving car. She and her family were driving from Salt Lake City to Cheyenne, Wyoming on I-80 East bound. He was driving with no hands and she thought it was totally cool. He flashed her the peace sign and she grabbed her 110 camera (obtained by collecting "Sugar Babies" candy wrappers) to snap a picture.
